The University Policy and Standards Program maintains the University Policy and Standards Manual (UPSM) for Oregon State University. The UPSM contains university policies and standards, which govern conduct across the university community. Amendments to the UPSM will affect the entire university community in various ways. The Policy Advisory Group (PAG) has been established as an advisory group to ensure that the policymaking process benefits from broad input from across the university. The PAG is to 1) serve as the liaison between their unit and the university policy-making process, 2) provide feedback on proposed amendments to the UPSM, 3) help ensure that amendments are enacted in a manner that does not create an unintended burden on any unit, and 4) identify potential conflicts or concerns before a university policy or university standard is enacted into the UPSM.
The University Policy and Standards Program manages the university policy process. The PAG will receive draft policies or amendments after they have been initially drafted by the responsible executive/office and reviewed by the university policy program and General Counsel. The university policy director will circulate the amendment to each PAG member appointed by the units below. Additionally, offices that are not members of the PAG, but are closely affiliated with the subject of the amendment will be included on an ad hoc basis. PAG members will have at least two weeks to review the documents and communicate any concerns to the policy director. The policy director will then attempt to resolve the identified issues in partnership with the policy owner, PAG member, and General Counsel. The University Policy and Standards Program will adjudicate edits and comments that are received and retains full authority to approve moving draft amendments forward in the process. After receiving input from the PAG, draft amendments are presented to the EPSC, chaired by the Provost. The EPSC makes recommendations to the President, who must approve all amendments to the UPSM.
The PAG is to review and comment on proposed amendments to university policies and standards. Individuals on the PAG are responsible for:
Reviewing each proposed amendment (e.g., new policy, policy revision, policy retirement)
Communicating the topic of the amendment to their unit’s leadership team as necessary
Relaying in writing to the policy director any proposed edits or issues identified
The University Policy and Standards Program has identified the units below to serve on the PAG.
