The University Policy and Standards Program maintains the University Policy and Standards Manual (UPSM) for Oregon State University. The UPSM is composed of all university-level policies and standards, which govern conduct across the university community. The Executive Policy and Standards Committee (EPSC) is the university body that is delegated authority to promulgate policy and make recommendations to the President regarding amendments to the UPSM.
The EPSC is responsible for:
The University Policy and Standards Program manages the university policy process. The university policy program works with responsible executives to develop amendments to university policies or university standards, which are collected in the UPSM. The UPSM can be amended by adoption, revision, or retirement of a university policy or university standard. The University Policy and Standards Program ensures these amendments are vetted through the Policy Advisory Group, General Counsel, and other stakeholders as needed, prior to sharing with the EPSC.
The EPSC may recommend: approving amendments, approving amendments pending agreed-upon revisions or additional actions, modifying amendments, or rejecting amendments. EPSC may request additional information, discussion, analysis, input from subject-matter experts, or any other actions prior to making a final recommendation on an amendment. The EPSC approves amendments by voting, either in person or in writing (including electronically). All members must be present for a vote. Recommendations are passed by EPSC when an action is favored by 3 of the 5 voting members. The EPSC’s recommendations are presented to the President, who must approve changes to the UPSM.

EPSC will meet in person as needed, approximately 2 to 4 times annually, and may conduct business electronically, including voting on amendments.
